BIO and philosophy:
Sergeant Rouse was certified as a Peace Officer in 1980 and has held positions for the Alvin Police Department, Friendswood Police Department and Manvel Police Department. He holds a Master Peace Officers Certificate and a Civil Proficiency Certificate holder. Over his career Sergeant Rouse has served as a Patrolman, SWAT officer, Sergeant of Patrol, Sergeant of Investigations, Budget Manager over Special Operations, Narcotics Investigations, SWAT Assistant Commander, Certified Forensic Hypnotist, Certified Field Training Instructor, Licensed Police Instructor, Crime Prevention Inspector, Instructor for Rescue 3 International, Supervising Investigator of the Laura Kate Smither Murder Abduction Case 1997, and now Civil Process.
Sergeant Rouse is committed to ensuring that all people are treated fairly and equally as a law enforcement official. He has always felt that no matter what the situation, when citizen’s call for assistance no matter if it’s a child whose bicycle was taken or a tragic incident, people all deserve his undivided attention in their time of need. In a time when all you hear about is police misconduct and the abuse of public trust Sergeant Rouse’s goal is to maintain a level of trust and integrity meaning you do the right thing even when you think nobody is watching. Sergeant Rouse grew up in the League City area and attended Clear Creek High School. He prefers to live in the community that he works in and is committed to helping his fellow citizens of Galveston County.
