Mr. Kevin C. Walsh is currently a member of: Tax Increment Investment Zone – 11, 12, 13 and 14. (2001-Present), Certified County Treasurer (2003-Present), Bail Bonds Board Member and a Certified Public Accountant.
The county treasurer is the chief custodian of all county funds. Acting as a bank for the county, the treasurer’s office account for all general funds and the special funds such as those dedicated to a certain purpose and those under the control of other elected officials. The treasurer is also responsible for depositing funds/fees collected by other county offices in proper depositories. In addition, the treasurer is the payroll coordinator of the Galveston county employees and is responsible for overseeing the payroll related deductions, retirement disbursement and prepare payroll reports.
The county treasurer is further entrusted with the responsibility of disbursing county funds as directed by the Commissioners Court in consistent with the Local and the State laws. The county treasurer often acts as the chief liaison between the county and all depository banks. In this capacity, the treasurer maintains records of all deposits and withdrawals, and reconciles all bank statements, thus assuring their accuracy and the safety of county funds.
The county treasurer is designated as the county's investment officer, working with approved brokers and banking institutions ensuring highest yield and safest investments returns. Regular reports on county finances are submitted by the treasurer to the members of the Commissioner’s Court to inspect and verify.
