The Finance Division operates within the Budget Office. The Chief Financial Officer, in coordination with the budget team, oversees the planning, development, and monitoring of the County’s financial framework.
Division Responsibilities
The Finance Division is responsible for the development, coordination, and oversight of Galveston County’s annual operating and personnel budgets. The Division ensures that all budget processes align with statutory requirements, adopted financial policies, and the County’s strategic priorities.

Administration and Review of Budget Amendments
The Finance Division provides centralized financial guidance to all County offices and departments by conducting operational budget reviews, monitoring expenditures and revenues throughout the fiscal year, and ensuring compliance with adopted budgets and financial policies.
In addition, the Division develops and maintains policy frameworks that promote transparency, accountability, and long-term fiscal sustainability. Through collaboration with County leadership and departments, the Finance Division supports effective resource allocation and informed decision-making consistent with best practices of the Government Finance Officers Association (GFOA).
