Who We Are

The Galveston County Purchasing Department ensures that every purchase—from office supplies to major construction—delivers quality, value, and fairness for County taxpayers. Established in 1960 and operating under Texas Local Government Code Chapter 262, we provide oversight to ensure public funds are spent responsibly, legally, and transparently.

 

Our Role – Strong Accountability

Galveston County uses a “three-legged stool” system of checks and balances to protect taxpayers and maintain oversight in purchasing decisions.

• Commissioners Court – Sets policy and approves the budget

• County Auditor – Ensures legal compliance and authorizes expenditures

• Purchasing Department – Procures goods and services fairly and competitively

 

Independent Oversight

The County Purchasing Agent reports to a five member Purchasing Board made up of District Court judges and Commissioners Court members. This structure keeps procurement decisions fair, ethical, and free from political influence.

 

What We Do

• Procurement: Purchase supplies, services, equipment, and construction for all County departments.

• Competitive Bidding: Manage ITBs, RFPs, and RFQs to secure best value outcomes.

• Contract Management: Oversee facility and maintenance contracts that protect County assets.

• Asset Accountability: Track inventory and manage surplus property.

• Vendor Support: Help businesses—especially local vendors—compete for County contracts.
